Grzegorz Onisimowski, one of the founders of the Civic Platform’s energy program, recently told us about Donald Tusk’s future government’s ideas for nuclear energy. He commented It plans to build a power plant in Pomerania, which will cost about PLN 100 billion.
We support the implementation of this investment, but under transparent conditions. Today we hear that a contract of difference is at stake, that is, PiS is returning to the idea it had previously abandoned and which the previous PO/PSL government “inherited”. We need to look at this and decide how to develop nuclear energy in a sensible way. The decision on how to finance the project and the assessment of the risks of a foreign partner participating in this project will be critical – he said in an interview with Business Insider.
In an interview with Bloomberg, he explained that it would be advisable for Westinghouse to participate financially in the project and acquire at least 30 percent. Contribute to this project.
Our sources close to the two American companies, Westinghouse and Bechtel, indicate that they are not interested in participating financially in the project. It is true that they included in their offer to the Polish government the possibility of implementing such a scenario, but in the end they prefer to remain as the main contractor for the investment. The Polish government has agreed to such an arrangement, and in recent months has indicated in informal talks that it does not envision the Americans getting shares in the project.
The big unknown remains how to finance the construction of the first nuclear power plant. The government is already holding talks with the European Commission on this issue. It is known that Includes contract for difference. It involves setting a guaranteed price for the electricity product – if the market price of energy is lower, the producer receives a subsidy from the state, and if the market price is higher, the power plant gives the surplus to the state. However, Brussels must approve such public aid. However, the investor – Polish Nuclear Power Plants – did not disclose the price it proposed in its application to the European Commission.
The first nuclear bloc in 10 years
According to the plan, the first nuclear unit in Pomerania, in the town of Chukziu, is scheduled to be launched in 2033. Preparations for investment have accelerated significantly in the past year. PEJ already has, among other things, approval in principle, confirming the political will for the project, an environmental decision (non-final), a decision on siting the investment, and recently an agreement was signed with Westinghouse and Bechtel for the design of the power plant. PEJ says work is on schedule.
Meanwhile, PEJ is working on determining the location of the second nuclear power plant. They are currently analyzing five places where such a facility could be built, but next year – after detailed research – the potential sites will be narrowed down to two or three. There is no decision yet on who will provide the technology for the second power plant.
