The government adopted the bill on the matter on Monday. Energy companies receive compensation from the Prevention Fund for freezing electricity prices and discounts COVID-19. Another aid provided by the government – electricity allowance – will also be financed from this source.

Electricity allowance is paid to households in which the main source of heating is subsidized by electricity. A prerequisite for obtaining it is the entry or notification of the heating source in the Central Register of Building Emissions.

The supplement is PLN 1,000 for electricity consumption in 2022 up to 5,000 kWh and PLN 1,500 for electricity consumption above this level. According to the draft, an application for its payment can be submitted from December 1, 2022 to February 1, 2023. It will be paid by March 31, 2023.

In the draft, the government also assumes that measures will be taken to reduce electricity consumption by offices that provide services to the government and local government administrative bodies. The law enters into force the day after it is announced, with the exception of provisions for energy savings in offices, which will enter into force in early 2022 and 2023.

The maximum expenditure from the fund to combat COVID-19 in the years 2023-2025 is planned at PLN 26.8 billion, including the payment of PLN 23 billion in compensation in 2023 and an electrical allowance of PLN 1 billion. The remaining 2.8 billion PLN was intended to compensate companies for deductions in the years 2024-2025.
