This recommendation was made in violation of Article 29 of the Internal Management Regulation to exercise this sanction only upon judicial conviction by the court.
“Grievous wrongdoings by members which have led to condemnation by legal, civil or criminal authorities, in other words, grave wrongdoings which are publicly known justify an order recommending to the Prime Minister to intervene and remove a member,” refers to the document obtained by Duty Thanks to the Act on access to documents held by public bodies.
However, it is mentioned that “recommendation” is possible in case of “less serious offences, known to the general public”.
Gérard Depardieu became a Knight of the National Order of Quebec in 2002.
