This information was contained in the daily report of the Institute of War, which referred to the statement of the head of the Ukrainian military administration, Artem Lysohor, on May 1. According to Lysohor, as of May 6, mothers who give birth to babies in hospitals in the occupied territories will have to prove that at least one of the parents has Russian citizenship in order to receive the newborn.
“If these reports are correct, such actions violate Article II of the Convention on the Prevention and Punishment of the Crime of Genocide, which defines genocide as the imposition of measures intended to prevent births within a group,” the institute declared.
The Institute for War Studies also reported in its report, with reference to the Ukrainian Security Service’s statement, that the Russian occupation authorities continue to forcibly deport Ukrainian civilians deep into Russia.

The Russians are indoctrinating Ukrainian youth
“The occupation administration of the Kherson region stated that in 2024 it would transfer an additional 200 minors from the occupied Kherson region to the Ocean children’s camp. The Center of Ukrainian Resistance reported on May 1 that the occupation authorities in the Kherson region were forcibly transferring Ukrainians. The document stated that “civilians from The towns of Hula Pristan, Kochani and Hladkivka were transferred to the occupation of the Crimean Peninsula and deep into the occupied part of the Kherson region.”
According to the Institute for the Study of War, Russian officials in the occupied territories continue to militarize and indoctrinate Ukrainian youth.

Vladimir Rogov, the occupation official in the Zaporizhzhya region, said on May 2 that 200 children had recently participated in National Military Games of the Russian organizations “First Youth Movement and Yunarmia” in occupied Berdyansk and Melitopol” – notes the American Institute for the Study of War ISW.
