At the same time, according to the ministry, the military and political situation in the Far East remains difficult.
Sergey Shoigu emphasized that in 2023, the Air Defense Forces will focus on “improving the mobilization system, building military infrastructure and equipping soldiers with modern weapons.”

Dispute over the Kuril Islands
Japan did not sign a formal peace treaty with Russia after World War II due to a dispute over four islands that the Japanese call the Northern Territories and the Russians call the South Kuril Islands. It was occupied by the Red Army in 1945, along with the entire Kuril Archipelago, immediately after the surrender of Japan. According to Tokyo, it was illegal.
According to Moscow, Tokyo has an “unfriendly attitude” to the war in Ukraine. The news agency AFP quoted the Russian Foreign Ministry last year as saying that “Russia does not intend to continue negotiations with Japan on a peace treaty under the current circumstances.”
The ministry added that “there can be no discussion about signing a basic document on bilateral relations with a country that takes an openly hostile position and seeks to harm the interests” of Russia.
