The former head of the tax office already has a new job. He will remain an officer

The Department of National Tax Administration was replaced immediately after Donald Tusk's government took power.

At the request of the new Minister Andrzej Domanski, Marcin Loboda became President of KAS and Deputy Minister of Finance, and Bartosz Zbarašchuk had to give up his place.

Marius Gogni and Anna Chalupa also bid farewell to the top management of the Tax Office. At the moment, the new president of KAS has only one deputy – Deputy Minister of Finance Zdzisław Stawicki.

Change of guard

Bartosz Zbarašchuk became Deputy Minister of Finance and Chairman of KAS in May 2022 and commanded an army of more than 60,000 soldiers. Officials and officers to change power. He then replaced Magdalena Rzeczkowska, who was promoted to Minister of Finance.

However, he has been associated with the Ministry of Finance for a much longer period, over two decades. During this period he held many administrative positions. He was, among others, head of the tax office in Krosno-Odrzanski, and deputy director of the tax chamber in Zielona Gora. After reforming KAS, he became deputy director of the Tax Administration Chamber in Zielona Gora. He was also Director of the Inspection Supervision Department of the Ministry of Finance, which was responsible, among other things, for: tax inspection, customs and financial inspection.

Immediately before his promotion to the position of Head of the National Tax Administration, he was Director of one of the most important local structures of the Tax Office, the Warsaw Chamber of Tax Administration. There he decided to switch from civilian life to a uniformed officer and join the Customs and Excise Service. At Business Insider Polska, we were the first to describe the rapid promotions of the head of the tax office, who was promoted by as many as five levels in just over a year – from junior to junior inspector. He eventually rose to the rank of inspector, equivalent to the rank of colonel in the army.

He was only one rank away from becoming a general, but before he left the chair of KAS president, he failed to reach the top.As was the case with his predecessors, namely Magdalena Rzeczkowska and Piotr Walczak.

Back to the roots

Zbarashchuk remains an employee of the Customs and Excise Service, which he did not leave when he was dismissed from the post of head of the National Tax Administration.

According to our information, he returned to the local tax offices from which he came, i.e. to Zielona Gora.

— Inspector Bartosz Zbarašchuk has been working in the structures of the Tax Administration Chamber in Zielona Gora as a senior expert of the Customs and Excise Service since December 18, 2023. – Ewa Markowicz, Polish spokeswoman for Zielona Góra IAS, told Business Insider.

This means that, according to the instructions of the Minister of Finance, Bartosz Zbarašchuk now holds the position of expert from administrative positions, such as the Head of the National Tax Administration, and in the past from the field structures of the Tax Office. Specialized jobs are categorized below.

The fact that the former head of the National Audit Office has become a senior expert is probably the result of the above-mentioned regulation, in which we can read that in the event of dismissal of an employee from a managerial position, he is appointed “an official position not lower than the position he held before the promotion to a position of Administrative positions.”

If, prior to promotion, the Head of the National Revenue Service holds a position not listed in the Appendix to the Regulations, then as an officer he shall be appointed – in accordance with the Regulations – to a position not lower than that of a Senior Expert of the Customs and Excise Service.

A similar situation occurred in the case of Jacek Cabica, who before the KAS reform, as Deputy Minister of Finance, headed the Tax Administration and the Customs Service.. He was also a general, and after the Law and Justice Party came to power, he was dismissed from his post, but it was not possible to expel anyone from the Customs Service. He was transferred to permanent service in the Warsaw Customs Chamber as a senior customs expert.
