The government representative said: There would be greater transparency in the gas market if it were not for the concentration of the producer, supplier, seller, and large consumer in one hand.
According to subsequent annual reports of the Head of the Energy Regulatory Office, the share of entities of the Orlin Group, formerly PGNiG, in the sale of gas to end users grows systematically and in 2023 reached 90.68%, i.e. 1.68 points more than in 2022.

— The first step to reversing the focus is Gaz-System’s acquisition of gas storage operator – Gas Storage Bosnia from Orlen. The next step should be the acquisition of the assets, i.e. ownership of the warehouses themselves, by Gaz-System, since GSP is only their operator, and Orlen remains the owner, the official said. He also emphasized that repositories play a key role in liberalization activities, provided that access to them and the rules of use are as transparent as possible. He added that this is a topic for conversations with Orlene.
He pointed out that another major issue is Polska Spółka Gazonictwa (PSG), the main operator of the gas distribution system, and the company’s location in the structures affiliated with Orlen.
— From my point of view, I would like to achieve the maximum degree of unbundling (separation of distribution and transmission from sales and generation – Ed.) of operators and provide them with the necessary assets. Due to its location, PSG has become, in a way, an operator similar to a transmission operator, with similar leverage. Bando said PSG’s location is an area for discussion.
He added that the next step in reducing the level of concentration in the gas market should be to amend the “reserve law”, the draft of which was just put forward for consultation.
The representative believes that all the needs of the economy and consumers, including the energy sector, in the context of gas demand, will be fully secured thanks to the launch in 2028 of the second LNG terminal, namely the FSRU in Gdańsk.
He emphasized that the Baltic Pipeline, the terminal in Świnoujście and the FSRU in Gdańsk will fully cover gas demand, ensuring the country’s energy security.
