The minister emphasized that mobile communications are of great importance to both civilians and the military, and that satellite systems are an alternative to cellphone towers that are subject to Russian attacks.
Fedorov explained that there are about 30,000 in Ukraine. Cell phone towers, and the government is trying to hook them up to generators so they can keep running even if the Russians damage or destroy the power grid.
